Portugal still allows foreign citizens to apply for a NISS online, but getting the Social Security number is not always straightforward. More documents, identity checks, employment verification and the absence of a fixed processing deadline are leaving some applicants waiting or facing problems with their applications.

For foreigners living and working in Portugal, the NISS (Número de Identificação da Segurança Social) is one of the most important numbers they need.

It is used to register a person with Portugal’s Social Security system and is connected to employment, contributions and access to Social Security rights.

But in 2026, many applicants are discovering that requesting a NISS is not simply a matter of uploading a passport and waiting a few days.

The Portuguese government confirms that foreigners can apply for a NISS online, and the service is free. However, Segurança Social does not have a defined deadline for allocating the number. Applications are analysed by Social Security services before the NISS is issued.

Why are NISS applications causing problems?

This does not mean that every delayed application is connected to fraud. There is no official evidence supporting such a conclusion.

But it does help explain why Social Security has an interest in checking the identity and documentation behind applications carefully.

Portugal has also expanded its wider Social Security anti-fraud controls and data cross-checking mechanisms, making verification an increasingly important part of the system.

What documents are needed for a NISS?

The exact documents depend on the applicant’s nationality and situation.

For EU/EEA and Swiss citizens, accepted identification can include a national identity document, passport or residence card.

For many third-country nationals, the government lists documents such as:

passport;
work visa;
residence permit or authorisation;
proof of a residence application, where applicable; and
documentation proving the reason for requesting the NISS.

Applicants also need evidence of their professional situation.

Depending on the case, this can include:

an employment contract;
proof of the beginning of self-employed activity and invoices/receipts;
company registration documents;
proof of employment with a foreign employer for digital nomads; or
documents relating to voluntary Social Security insurance.

The official Social Security application also requires detailed personal information and a valid identification document. The document must be readable, with its edges and photograph visible.

How to apply for NISS online

The current process is relatively simple to start.

Open the official NISS application

Go to the Segurança Social online NISS application and select the application for a foreign citizen or a Portuguese citizen who does not have a Citizen Card.

Select the reason for the application

You will need to indicate why you need the NISS — for example, employment, self-employment, Social Security benefits or another qualifying reason.

Upload your documents

Attach your identification document and the documents supporting your work and residence situation.

Make sure the documents are clear, valid and correspond to the information entered in the application.

Complete your personal information

The application asks for information including your name, date of birth, nationality, place of birth, identification document, address, telephone number and email.

Submit the application

Review everything carefully and submit the request.

Keep your application number. You may need it when checking the status of your application.

The official online form currently has sections for reason and representation, identification, address and contacts, and final review.

How long does NISS take?

This is where many applicants become frustrated.

There is no fixed official processing deadline for a NISS application.

The government states that after submission, the application is analysed by Social Security and there is no defined period for allocation of the number.

Therefore, websites or agents promising that every applicant will receive a NISS within a specific number of days should be treated carefully.

Processing can depend on the individual application and whether additional verification is necessary.

Important: You can sign an employment contract without a NISS

A common misunderstanding among foreign workers is that they must already have a NISS before an employer can sign their employment contract.

That is not correct.

In February 2026, the Portuguese government clarified that employers can sign employment contracts with foreign workers who do not yet have a NISS.

The NISS does not need to appear in the employment contract. Once the NISS is allocated, the employer must communicate the employment relationship to Segurança Social.

This clarification is particularly important for workers who are waiting for their NISS but have already found employment.

The new online NISS system also includes identity verification

Portugal introduced online NISS issuance for foreign citizens in 2025.

The updated system allows applicants to request, follow and obtain their NISS online, while introducing biometric identity verification when obtaining the NISS proof.

This is another sign that the process is becoming more digital — but also more focused on verifying that the person making the application is the genuine holder of the identity documents.

What should applicants do to avoid problems?

There is no guaranteed way to speed up a NISS application.

But applicants can avoid many preventable mistakes.

Before submitting, make sure:

your name and date of birth match your documents;
your identification document is valid and clearly scanned;
all required pages or sides are uploaded;
your employment or self-employment evidence is genuine;
your residence documentation matches your actual situation;
the reason selected in the application is correct; and
you keep your application reference and copies of everything submitted.

Most importantly, never use a false employment contract or false residence document simply to obtain a NISS.

The bottom line

The NISS application in Portugal is still free and available online, but the process requires applicants to provide evidence that supports their identity, professional situation and, depending on the case, their residence or regularisation status.

The lack of a fixed processing deadline is another major source of uncertainty.

So, while it is not accurate to say that Portugal has officially made NISS applications “impossible” or that every applicant is facing delays, the process can be difficult for people whose documents are incomplete, inconsistent or require additional verification.

For foreign workers, the most important message is simple: a missing NISS does not necessarily prevent an employer from signing an employment contract with you.

If your application is taking longer than expected, check the application status through Segurança Social and carefully review whether your documents fully support the reason for which you requested the NISS.
